Symptoms

Customer is trying to delete a not empty bucket and is getting the error message in management UI:
Error 1013 (http: 400): Bad request body. Bucket BucketName is not empty

Cause

Current code level (3.1HF2) is not supporting not empty bucket deletion (any API).
All keys must be deleted prior bucket deletion.

There is an ER (Enhancement Request) open for getting this reviewed for future code levels.

ER-738 "ECS bucket deletion,"  (Add a new feature allowing the deletion of a nonempty bucket (any API). It is not possible to delete a nonempty bucket).
VIP-1292 "Non-Empty ECS bucket deletion"

Resolution

See https://support.emc.com for a newer ECS Code release and check release notes if this feature has been added.
